133-Rule Filling Board Vacancies Procedures

The Board will interview the applicants. The order in which the applicants will be interviewed will be determined by the drawing of names by a Board member. A minimum of five members of the Board must be present in order to vote on the vacancy.
 
Voting process: 
  • If There are More than Two Candidates:
The Board will reduce the number of candidates to two by ranking a maximum of their four top candidates (using 4 for their highest-ranked candidate and 1 for their fourth-highest-ranked candidate) and then giving the ballots to the Board secretary to collate. 
 
The Board secretary will calculate the results, and the two top candidates will be identified and go on to Round 1.  
  • Round
The Board president will determine whether each Board member will either (1) silently vote on a ballot for one of the two top candidates and hand his or her ballot to the Board secretary, who will then read each Board member’s name and vote aloud to put them in the public record, or (2) vote for one of the two top candidates via a roll call vote. The candidate receiving the highest number of votes in Round 1 will be identified as the new Board member.  
  • Round 2
In the event of a tie in Round 1, another vote will be taken following additional questions of the candidates and discussion by the Board. The Board will follow the same voting procedure as Round 1. The candidate receiving the highest number of votes in Round 2 will be identified as the new Board member.  
  • Round 3
In the event of a tie in Round 2, another vote will be taken. The Board will follow the same voting procedure as Rounds 1 and 2. The candidate receiving the highest number of votes in Round 3 will be identified as the new Board member.  
  • Coin Flip
In the event of a tie in Round 3, the district administrator will flip a coin to determine the appointment. The candidate whose last name begins with the letter nearest the beginning of the alphabet will be assigned “heads,” and the remaining candidate “tails.”
